There is a citizens initiative referendum on the November ballot in Portland, aimed at regulating and limiting shelter projects. WebPlease be realistic. I doubt you'd feel entirely comfortable living on Portland St. The Federal government should be providing inpatient care, but we don't have a good path there without a fucked up asylum system that deprives people of their rights. Building a homeless shelter a few blocks from everyone in Portland isn't a fix.
