The Great City of Falkreath adds new fortifications that would make the Imperials proud. It expands the graveyard, adds more Nordic architecture to give it that ancient feel and a tomb. This can be difficult as there are only a limited number of quests in the hold and the quest givers are non-essential, which could result in their death and irrevocable loss of potential quests. If you become Thane of Haafingar while it is under Imperial rule, and it later is conquered by the Stormcloaks, you retain your Thane status and can use it to remove a bounty then.
